American or British teen fashion?, in my opinion American teens are really plain...?

i dont know about that but i always thought american teens look so much older than they actually are and british teens look younger.i met an american girl who i thought was 16 or 17 and she turned out to be 12! maybe its to do with clothing or makeup..
