How to make my uniform cute with theese rules?!? Also boy problems...?

no extravagant hair no hair accesories except a standard green or black headband or black grean bobble. No jewelry except a wristwatch(not even stud earinngs!!) plain black dolly shoes and only make up alowed is mascara. To make matters worsen there is this boy there who I know and i REAllY like and how can I make him notice me if I look like every other old got in the field (so to speak) I really need help here! thanks xx
